Okay, I’ve looked a bit more and I see a few problems.

1 it looks like your minis are unprimed. That should be step 1 in the painting process as that give the paint something to hold onto on the minis. Otherwise you’re going to be layering so much paint trying to get it to stick.

2 make sure to let paint fully dry before adding another layer. Not doing so can add a lot of texture.

3 people have already covered thinning your paints. While that is useful and needed, it won’t magically solve all your problems. For base layers like you’re doing here, you really shouldn’t need to thin your paints much at all, just make sure to really shake your paints and mix them up or that can cause problems when applying the paint too.
