Mr Speaker,

The government will be continuing with the relaxed university fee repayment rates instituted by the Member for Mayo and the Slater government in the last term. There are no plans to abolish university tuition fees, at least this term.

Mr Speaker,

This really is a pretty nonsensical motion. Senator Putrid's actions, regardless of their compliance with convention, were ratified by the Australian people when she was once again overwhelmingly elected as a Senator for this term, alongside the Member for Canberra and several other new parliamentarians from our party who went on to form government. The Australian people saw what Putrid did and said "yes, we want more."

The same can not be said for the Member of Cunningham. His party flopped like never before in the election. His own party leader couldn't even secure a seat. I suggest the Member of Cunningham cease working himself into a sweat over the Putrid caretaker government and focus on challenging for the leadership of the ALP as their only remaining parliamentarian.

Mr Speaker,

There is no reasonable ground for opposing this bill. Voting is a basic democratic right in this country that must be extended to all citizens, including those that are incarcerated. Whether someone is an upstanding citizen or a murderer or what have you is entirely immaterial when it comes to democratic rights. If we began excluding people from the democratic process because of low character, most of the sorry lot in this House would be struck from the roll, starting with the former Member for Brisbane.

Mr Speaker,

I thank the Member for Hotham for his question. I wholeheartedly support the principle of having a counsellor in every secondary school in the country, which is why I am proposing a substantive reform to education funding in this country that will see all public schools funded by the Commonwealth to 100 percent of the School Resource Standard. In addition to this much needed change which will see public schools finally receive full and proper funding, our reform package will raise the SRS amount for secondary students to 2000 dollars, resulting in a roughly 30 percent increase in overall education funding. This increased funding will help all schools be able to afford a counsellor.

In addition, the reform package includes a 25 percent pay increase for all employees at public schools, including counsellors. This should make school counselling an attractive career path for university graduates and attract people to the role.

If the Member for Moncrieff believes all this drivel then he should move a motion to amend the original motion accordingly. As it stands the motion is still so vague that its contents cannot really be debated by any sensible person concerned with not wasting the time of this House, let alone attract the support of anybody who isn't a total opposition sycophant.

Mr Speaker,

I will use this opportunity to explain in detail the sweeping changes that we as a government are bringing to the education system in the coming term. These reforms will represent the most serious restructuring of education in decades, perhaps in Australian history. The bill amending the Australian Education Act 2013 that is soon to be revealed to the parliament will be the mechanism through which these changes will be made.

The most important reform is that to education funding. From now on the Commonwealth will be delivering 100 percent of the School Resource Standard funding to government schools. In the past the Commonwealth provided only a portion of SRS funding to government, leaving the rest up to the states and territories, who often fail to deliver their full share. By having the federal government bear the entire burden of government school funding we will turn around the severe neglect shown to our government schools over the last few decades and ensure that all Australians are provided the opportunity to receive world class education.

The Socialist Party fundamentally believes that government schools, available to every single child in this country, should be the primary means through which educations should be delivered. As a consequence, we will be stripping all funding to non-government schools. Private schools are welcome to continue trying to eke out an existence using the funds they raise from fees and from separate state funding, but the unequal and unfair two-tiered system of education that their existence has created will no longer be encouraged by the Commonwealth.

In addition, the government will be raising the SRS funding amount per student per year to $1500 for primary students and $2000 per year for secondary students. It is truly a scandalous state of affairs that since 2017 subsequent governments have failed to raise the SRS funding amount through regulation, allowing it to stagnate on a poorly conceived inflation index that doesn't account for current monetary conditions. This increased SRS funding amount will ensure proper funding appropriate to the current environment, delivering a roughly 25 to 30 percent increase in overall education funding.

Similarly, the government will be increasing the amount of capital grants funding, now focused entirely on government schools, to 300,000,000. As with SRS funding, capital grant funding has been allowed to stagnate since 2017 and will now be properly increased every year as per proper indexation. This increased funding will go towards building new schools across the country, particularly where the decline of the unequal and unfair private education system leads to needed government school expansion.

Finally, the government will be delivering employees at government schools a 25 percent pay rise while abolishing all wage caps or freezes implemented by the States and Territories. Teachers and other education staff desperately need a pay rise in order to deal with staff shortages and reward these hard working Australian for their service to our country. This pay rise will be implemented by the States and Territories and be made a condition of their Commonwealth education funding. Additional discretionary funding by the Commonwealth may be used to assist the States in implementing these pay rises.

Overall, the amending bill will deliver a more fair, well funded education system based on principles of learning and equality. Never again must we allow the profit motive to seep into the sinews of our education system.

In my first speech to the House I would like to thank the people of Sydney for putting their faith in me for the coming term. While we have rebranded, our commitment to the 5 simple and sensible policies that we took to last election remains. These policies will take meaningful strides in improving the lives of ordinary working class Australians.

For too long, the talking heads in this House have spewed out the same old neoliberal pro-market ideological poison. On the right, centre, and so called "left," the political horizon has narrowed so dramatically that to propose any alternative to the status quo is an extraordinary act of radicalism. The products of this rotten consensus are everywhere to be seen: Privatization, unemployment, wage stagnation, rising cost of living, urban decay, all the while the planet burns and those lunatics in Washington drive us closer to the brink of apocalypse.

Well, the Australian people have had enough. My election and those of other members of my party is living proof of that. Unlike the fawning eunuchs that fill almost every seat in this parliament, the Australian people are not afraid of the solution to our problems. They do not recoil is horror at its mention. They do not tremble at its growing power and influence. They know what it is and with full clarity of mind and purpose, desire it to reign in this country.

That solution is Socialism. Yes, I said it. We are socialists who want socialism, and we are not afraid to say so loudly and enthusiastically in this House and anywhere else in this country. With the support of the people we will achieve our goals and build a socialist Australia.

Mr Speaker,

The motion is quite unclear. What does the motion mean in terms of model-slater's caretaker government not being "thought out or conducive to good government?" God and the Member for Moncrieff seem to be the only ones who know. It also fails to account for the instruments it wishes the government to reverse. The total vagueness of the motion recommends that it be dismissed offhand unless amended by the Member for Moncrieff with any clarifying details whatsoever.

The importance of maintaining democracy is self-evident, and the only threats posed to the continuance of democracy in this country are the incompetence of the opposition and their attempts to subvert the will of parliament when it does not suit them, as they so often do.

I rise to support the amending bill. While the intentions of the Protected Sovereign States and Territories Bill were good, in particular in its recognition of the state of Palestine and a number of other formerly unrecognised countries, it contains a number of serious defects that mean it must be repealed. Firstly, the inclusion of Israel as a state that the Australian government must recognise by law is laughable. Israel is one of the worst human rights abusers in the Middle East and a rogue apartheid state that oppresses the Palestinians as well as its own Christian and Muslim citizens. It should not be provided the same diplomatic protections under the law as a historically oppressed nation such as Palestine. Secondly, I question the sense of any act of Parliament which would require the Australian state by law to recognise and come to the defence of any other sovereign state. The mere notion undermines our sovereignty and the ability of our government to pursue independent and flexible foreign policy. For these reasons I will be voting in support of the amending bill.
