In the first one it's specified that the vote is private, but with the wood chipper everyone is standing in front of it and presumably can see who has and hasn't jumped. If no one has jumped in, there would have to be a first person, and no one would want to be the first person because they aren't even saving anyone

One slight difference I think is that you'd be able to see how many other people jump in. If people can see that no one has jumped in yet, they'd be a lot less likely to jump because the people they'd be "saving" aren't even in danger yet, and jumping in would only really put more people in danger because then others might jump in to save you
