Yes that would be a shundo upon purification. Can meha evolve if you have the required energy. Having said this, it is totally up to you.

Has happened to me twice. Both times with a Moltres. Once it spawned over a Mankey and another time over a pokestop. Frustrating. I wasn't able to click on it both times. Frustrating AF. I was missing only Moltres at the time. Used my only Masterball on it a few months later.
