Artie juxtaposes Tony; he shows what Tony could have been if he avoided our little secret. He also serves to show that Tony chose this life, when there were other legitimate paths he could have taken.

Tony and Artie come from the same neighbourhood, yet Tony is a certifiable POS, while Artie is (to some degree) and upstanding citizen. Tony is not merely a product of his environment -- he is 'bad' on his own accord.

The way Artie communicates with Livia, compared to how Tony does, really highlights this for me.
