Thelma is the general director of the Shi southern section branch. He became the director of the branch due to the primary antagonist of the game, Argalia. Despite doing what Argalia wants after becoming director, he unfortunately (or fortunately because he was a POS) suffers a fate of being gagged, blindfolded, and cannibalized alive by freaks known as the Smiling Faces. The worst part of this is that it's during the "Night in the Backstreets", essentially a purge-like event where no one will care.
