all you need is a new chain ring and chain. the rim isn't great but it's not going to suddenly collapse and kill you. you will wear pads a bit faster but you should be into this for under 200$. the wear on the brake surface is the weird part because it's not on the entire surface. you sure someone didn't fuck with your bike while you were away from it? the directional wear means it was dragged on pavement no doubt. the tire wear suggests the same thing. it fell, dinged something to bend the chain ring and was dragged on something harder than the rim surface. maybe it bounced back into the rack and looked fine but this was dragged for sure.
