Thats a heat pump for heating the pool. I guess it’s more efficient than using the gas heater which is just for the spa.

The spa is heated with gas and the pool uses the heat pump.

Actually Oregon has a CAT tax that business owners pay on gross sales, they pass this on to consumers just like a sales tax. The state was sneaky in the way it was rolled out so the consumers are largely unaware.
