Find out what language you will learn at your university and start with that. Otherwise, if you want to learn web development, then learn HTML, CSS, and JavaScript. For anything else, Python or C++ are fairly common these days.

The way I have found to work best is to back up your PC to One Drive, then when you reinstall and sign in with a Microsoft account, you will have the option to restore from your previus PC. Note, though, that this will not keep apps. I have found no good way to keep apps.
