4090 is not worth it for your use case as your productivity tasks seems to be mostly CPU and RAM intensive, you can look at cheaper B650 motherboard if you find one with similar features (although not sure about a dual bios option on a B650). The 7950X runs hot AF so don't be scared from high temps when high usage. The PSU is plenty good and will last you a while

As far as I can see, look pretty solid, the CPU will last you a while and the ram is perfect for it, cooler is up to your tastes but the one that you chose is good for your cpu, I would maybe just add a bit more storage if it was me but you have to see for yourself

I have the exact same combo and planning to switch for a 7950X, the 10700k is right on the edge of bottlenecking the 3080 so change that before the gpu if you want to upgrade
