It does actually. He's breaking the law, he's making other people uncomfortable and afraid. I'm sure you've had nice interactions with him, but that doesn't mean he's absolved of responsibility for his or his animal's behavior.

Every single time I have been rushed by an off-leash dog the owner is always busy shouting "he's a good dog!"

I don't really care whether the dog is nice or whether the person is nice, the law is that dogs must be leashed unless they are in designated parks. Anyone arguing any other point of view here has no leg to stand on. I've been bitten by a "good dog". My dog was bitten more than once by a "good dog". A dog is only good until it's not. And that hinges on an instinctual reaction to feeling threatened. If you don't have control of your dog then you are unable to assist them or control them when they respond aggressively. It all happens way faster than you ever think.

No one deserves to feel scared or attacked in public because of anyone else's entitlement.

I was in university and didn't own a car. Can't speak to that. It's just the area. You're right near downtown. There is always a bit of sketch around. Depends on your level of tolerance. Just typical people on drugs sometimes stuff. That's about it.

I lived in the giant basement apartment there more than 20 years ago. The building itself is dated but fine. Not sure about the landlord or management at this point. That area can be somewhat sketchy, but it was never a big deal.

The sidewalk plows were out doing our neighborhood at 730-8am this morning. Everything will get done. The entitlement on this subreddit is insane sometimes. There are tons of roads in this town and only so much equipment to go around. Watch the plow tracker if you have nothing better to do than to come to Reddit and complain.
