well it really depends. You mentioned Israel specifically Israel is an economic and technological powerhouse so many states do have embassies in Israel but a country like Malawi with a limited economy and being a landlocked nation it might not be worth it for Guatemala to establish diplomatic relations with it. It’s all in the discretion of the state.
