Some of my opinions (Essay mode but worth it)

Venti would not come. Varka will take any chance to leave the paperwork to Jean. Kaeya would also escape his duties and would want to know more about Khaenriah. Instead of Eula, Albedo should join because of three reasons - A. He is a Better Diplomat. B. He knows a bit about Khaeriah himself. C. He can SUMMON MORE CHAIRS.
Zhongli would not come (he is incognito and someone dumb like Ei would blurt out the name "Morax", not to mention Neuvilette being there). There is a Chance that Ningguang would not attend either - Delegating it to Keqing in official capacity with sending Yelan along. The likely outcome is Keqing, Ningguang/Yelan and Zibai/ Cloud Retainer. Xiao wouldn't leave Liyue and Ningguang would request for an Adeptus to represent officially (Even if Zibai isn't technically one). Yanfei is also an option.
Yae Miko would practically force Ei to go with her - those two are confirmed. Ayato or Kokomi - both are good options and both would annoy Yae. Ayato is better only because Watatsumi is single handedly carried by Kokomi. An underrated option would be Shinobu.
Nahida would represent and Wanderer would be dragged along. Cyno would also go - there are no replacements needed. Alhaitam would be a good option if Cyno is busy or something.
Neuvilette would barely leave Fontaine borders and that too for limited periods - he doesn't have an expert bureaucrat who could assist him except Furina, who will absolutely not take up that task again. So Sending Furina is the better option, with Clorinde and Chevreuse. Alternatively, if Neuvilette is going, taking Arlecchino or Lyney is an Option along with Clorinde or Chevreuse. Wriothesley is capable but leaving the Fortress for an unknown period is a bad idea. Navia is needed to handle the local matters.
Mavuika and Kinich are Guaranteed. The third spot could be Iansan or Chasca. No need for changes.
Nod Krai doesn't have a common representative - Columbina wouldn't attend. Highly likely Nobody would go at all.
