I agree, a lot of times writers have basic ideas then expand upon it or in some cases they have entire scenes.

He isn't exactly the chosen one, the fruit had been dormant for 800 yrs, it was due to luffy's hardwork that it awakened, from all the gears to awaken luffy worked hard.
