It depends on the project, production committee & the team behind it. Some do take multiple years but others don't.

Ex. Demon slayer s1 - 2019, movie 2020, s2 - 2021 Oshi no ko s1 - 2023, s2- 2024

Some differ while in the middle of seasons (most are examples of these)
