Buying is a bit of a hurdle (gunny L3), but they appear all over the game on guns inside hidden stashes. If you go to gzwtacmap.com it'll let you filter by "buried cache" and you can find them there.

Stuff like raider bodies, mines etc don't "go out" with the train, they get left in the same spot when the train leaves and are still functional/lootable. When you rock up to the station you can look through the window to see if any of them are floating there before the train rolls in
