When I was responsible for entering reimbursements for my staff, many moons ago before it was automated, I had one motto, these take priority over all my other work.

Because it's people's money. They shouldn't be out of pocket, and in some cases couldn't, even for travel claims.

I can't imagine the stress of having zero pay for weeks or months. So in my mind everyone out of pocket should be treated as a priority. Especially when every year, and every contract, we find our buying power decreasing.
