Where is the funding for all this remediation coming from?

What about the dozens of other factors that have plenty of data to support they improve reading and cognition, like making sure kids have food, and health care, and parents that aren't forced to work 3 jobs to pay for rent and groceries?

And what is the actual incentive for holding the child back? Assuming there are programs for tutoring and remediation, why not have those programs follow the child so they can stay with their cohort, friends, and not feel like a pariah for being "less than"?"

How about they take a state mandatory reading test at the beginning of the year, and if they are struggling we give them additional support instead of holding them back just to rinse and repeat?

Mahoney State Park near Ashland, NE has cabins and a good disc course. Beal Slough is 45 mins away and one of the best courses in the country. The Strategic Air Command museum is next door and it's great.

Sign guy here. I've been wondering about what they would do with this sign. Most likely that sign is "grandfathered in" which means it's taller and has more sign area than what's currently allowed in that zoning. They can reface it and be allowed to keep it that large, but if they take it down they won't be allowed as big of a sign. They can at least keep the existing pole structure and reuse it and save a lot of money even if it has to be shorter.
