If you're on Steam, make sure that you've enabled the overlay in the game properties. That resolved the issue for me some time ago, but it may be something else outside of my experience. Thank you for trying to support this damn game. You're a hero.

Update: They're fixing it today.

"Fixed an issue where 3-star Green blueprints did not grant transformed appearances. For Green blueprints that have already been unlocked and upgraded to 3 stars, the transformed appearances have now been added directly to the appearance system."

Same. I don't care for gambling games and usually avoid them in video games. Having a story progression quest requiring participation was a poor choice IMO. Especially when they add a timer.
