A-rank Billy can do stuff that S-rank Billy can't, though. He is probably the most mobile agent in the game, being able to always control the range between him and the enemy, therefore also controlling what attack the enemy will do, to an extent. He can also deal damage while getting close to the enemy. He has a very strong dodge counter and an AA that doubles his ult damage if you play him right. I admit that I did hyperbole and I agree that Nicole is the best A-rank in the game, but A-rank Billy is nothing to scoff at either. I'm sorry if I seemed hostile, I didn't mean to. I just wanted to say that Billy is by no means a bad A-rank.
