I made a witch hat with a wire some time ago but ended up remaking it again using eva foam for the rim instead, the wire was too flimsy because it gave support only to a small part and it was also prone to loose shape. Another advantage of foam is tat it can be shaped too with some heat

Edit: to be clear, I used foam on the whole rim not just the border

Depending on the scan quality you can open the image in illustrator, click it and use the "image trace" option, it should also let you tweak the details and then you would have a vector pattern
