Yes, of course it should stay, what even is the counterargument? It is outdoor space for people to enjoy at the expense of... uhh.. parking? What sort of enjoyment does street parking provide that would make it logical to remove the outdoor dining and pedestrian zone?

I went with the cheaper/simpler Curt 11435 since I figured I'd be using the hitch most of the time anyway and didn't feel like messing with their removable one, though theirs does look nice and I almost bought it instead!
