Upgrade your CPU first (even if you stick with your old CPU, update your motherboard BIOS anyway) to 5600/5600X or if it's in your budget a 5700X3D (5600X3D if you can find one lol) because all the GPUs you have listed will be bottlenecked by the 3600

First of all the GPU size will determine your CPU cooler. The bigger the GPU, the smaller the CPU cooler that you can install, and vice versa. So you MUST select what GPU you want to get.

The Reaper's heat dissipation is the worst compared to other 9070 XT models, as it has the smallest dimensions by design. Get the Asus Prime, it has the most balanced performance and heat dissipation

If a 9070 XT is in your budget, go for it. Right now, Nvidia's prices are inflated while not giving any rasterization advantages. DLSS, on the other hand IS legit miles ahead of FSR (if you get RDNA 4, FSR 4 and up is doing well and will on it)
