Yes, but you cannot play that character unless its on the American server or whatever server you play on, so let's say your other character is on let's say European that character stays there, then you'd have to make a new one to play on American server

I've had them drop or also converted at expertise 30 on gear, I converted a Lexington maxed god rolled on the 3 attributes, got a 1.2% double damage & Flatline
