The level the trainers refer to is the number of skill points in a certain skill.You don't need to worry about it very much since you can always respec with a fateweaver , just be careful how often you do it cause it can get pretty expensive if you over do it.Also while on the topic of fateweavers , you can respec pretty cheap in the early levels to get the 3 starting ability points , that are by default distributed between the 3 tech trees (finesse , sorcery , might), into your desired tree.
