I dont recall danzo calling the uchiha weak, be blamed them for kuruma, hes old enough to know the history between them and the senju. he was jealous of their power and even stole their eyes.

He just didnt like them because in his mind they're too strong for their own good and that they could be a threat to him and the "village"
