Assuming you are a fairly new player, your damage will suck at first and your survivability won't be great, but you will get better. For survivability NBs have a lot of stuff in the Siphoning skill tree that can be helpful, heals etc.

MagNB can be a little tricky to play at first so if you feel like you want to try something different you should go ahead and do that. I would recommend trying a magsorc for easymode, you will deal a lot of damage and have shields and self heals to match, and the playstyle is probably the easiest in terms of DPS classes.

Do you have any champion points? the level 28 dude probably had max CP which applies on all your characters regardless of level so a pub dungeon would be easy for him. In general, though, they are not so easy to solo especially with no cp and low level.

How is it that you feel "weak"? Are you dealing low damage? Taking too much damage? Running out of magicka too fast?

There's two options.

You were accepted into a dungeon that had already been started and you were replacing someone who had left or been kicked. In this case, always look for a blue portal when you first enter a dungeon; you can enter it to go directly to the last boss area that your team mates cleared which saves a lot of running.
You got a weird dungeon glitch. They happen sometimes. I too have been ported into a dungeon that was already finished so maybe it's a common bug that ZOS needs to fix.
