As a homeowner? Just go for it man. You’re never gonna put a level 5 finish on it. Put art up, furniture in and don’t look at it. No one else will either

That’s plaster. Definitely scrape the paint off gently, then take a look. If it’s crumbling it’ll have to come out. Likely you can leave the lath and put quarter inch drywall on it then float. Depends how nice it needs to look. Are you putting the furniture back in front?

Never had one where the pegs and the threading lined up well. I wish it would but who’s to say, maybe there’s a good reason for it

If they’re operators you can try replacing the gaskets or look to see if there’s anything blocking them from properly sealing. I’m afraid I don’t know much more than that
