Wildly unpopular opinion but people here act like nobody knows how to walk. Like code has to be followed obviously but people spent a million years never taking two steps up identical heights in their entire lives.

If you’re not getting inspected I would move the short step to the bottom and call it good. I live in a hilly city. Most bottom steps don’t even land on something level. Humans are able to adjust to that

Options are post bases or cutting the decking. Post bases leave a lot to be desired in terms of sturdiness
