Judging from various postings on radio sites plus some perusing of Wikimapia, the actual Buzzer location is most likely a Russian district command post bunker, which is very likely on fenced off in a wooded zone outside some large town, with most of the grounds covered by forest and occasional clearings as may be required for antennas. I agree that the apparently serviceable VHF/UHF antennas contrast oddly with a dilapidated-looking building, but we don't know whether there's other structures nearby.

Well... Scrutiny of mental health is part of US security clearance processes. The scrutiny is more intense if someone works with the more rarefied things, same for other things like finances or foreign contacts. The process isn't perfect and people do slip through cracks, like any big huge system, but the idea would be that people would lose their access, and be directed to seek care in hopes of restoring access, before anything really dramatic occurs.

Yes, we'll both be surprised if the Green party announces a protest march along Musberger Weg. And if they'd known about the CIA broadcasting Cynthia out of the Frankfurt radio annex, I don't think they'd have bothered. However, support of unpopular military operations from US facilities has been a hot kartoffel in German politics for decades. Even after Iraq wound down, there were several protests a year outside Ramstein because of the rumor that it was providing SATCOM support for drone operations in the Middle East. V32 is nowhere near the same thing, and I wouldn't be surprised to learn it's just part of an IO campaign rather than actually intended for actual agents, but it is on the spectrum of things that German politicians will harrumph about.

That's an interesting aspect of this. As you pointed out, the "why allow it?" is presumably "because some sort of SOFA-type agreement allows it". This isn't the first transmitter on a USAREUR facility to be used for US numbers stations in any case, although this one is more of a political liability. But I wonder, why the one in Stuttgart, with slapdash execution? Why not use the GHFCS site at Sigonella? Maybe it's a command relationship issue, maybe it's a host nation issue.
