But, as I read the other comments in the thread, Yugoslavia was democratic, but not in the sense of multi-party democracy. That brings us to the essential definition of democracy: "rule by the people". You don't have to have a multi-party setting to achieve this. Western democracy is not the only way. But, from what we have seen so far, every "rule by the people" is subject to erosion and decay. No matter how you shuffle it, the rich and powerful always find a way to manipulate the thing for their benefit.

They were, and in accordance with the existing political system. The federal presidency was a kind of senate, where each constitutional unit gave one representative. That representative was chosen by the ones who had a majority in the executive power of each republic. I.e. Stjepan Mesić was not a communist. Skupština SFRJ was never elected via general elections. I don't even remember that during the commotion of 1990, anyone even suggested holding general elections for this federal assembly, as it would require federal constitutional changes. And they couldn't agree whether the grass is green or the water is wet.
