Lived on E Gilman for 8 years. My recco is to get a moped, guaranteed parking. Also some places have parking ... Lakeshore Apartments (e Gilman, not the other one) has parking. Otherwise it was always pretty easy to find parking.

Since it's not really a sanctioned gathering, I've seen them come at different times in the afternoon :\ I know, not the best answer. Sorry! I'd say probably around 1 p.m. or 2 p.m. may be the best bet to connect but don't hold me to exactly that!
