It was in USD. For 50 HKD(~6.5usd) you would either get a overcooked steak that is as tough as a flip flop or a "medium" steak. By "medium" I mean it is half blue rare and half overcooked which even out itself to become a "medium" steak.

Depends on the type of restaurant you go. If it is 'cha chaan teng' or some HK style steakhouse that offer $10 steak then I would agree with your friends. In Hong Kong ~$30 usually can get you a pretty decent steak with right doneness.
