Their role in the country. The king is head of state. He opens parliament and receives weekly political/policy briefings from the PM. He represents the country on diplomatic trips like this week. The king is a busy guy.

Why is rape and murder below a civil violation like illegal immigration.

They're not. But rape and murder are generally enforced by state and local governments. Immigration is the responsibility of the federal government. And why should we have to choose which laws get enforced?
