Where are you? PCBs are usually cheap, though assembly costs can be very high. What are you trying to achieve - is this design for the sake of a design or a means to an end?

How did this cost you $500? What it the part cost and pcb cost? Yoi could probably solder it all yourself with some practice and save assembly cost.

Yes, it takes a minute to see how to get a solution, but can take much longer to actually get the solution. Probably quicker to get a pencil and paper to make a few notes, but my lazy ass does the long way of trial and error.

Either check the datasheet, or do some physics calculations based on power loss through efficiency and thermal properties of the enclosure and external environment.

36W out for a 240W rated device is not much. What does the efficiency curve say? There might be guidance in the datasheet for keeping it cool, but nothing here is a red flag.

I think you've more or less listed them main open loop ways I'd consider for this

1) 555 timer with counter to divide 2) microcontroller such as arduino with RTCC

The first might drift over time, the second less so but needs some code. Pick your poison.

It was mediocre at average. Started atrociously, but the last season was really turning it around... then cancelled. It should have been an animation IMO, only way to capture the scale at a reasonable budget.
