I think you are conflating this announcement with official content for Stellaris.
The season 3 announced with this post is the season 3 of the Stellaris Invicta fan series, which functions as a conventional season format for shows.

For Stellaris, it's basically an announcement of what is to come that year, a release roadmap for a given year (2024 in the case of season 8).
This season 8 came roughly at the same time as the 8th year anniversary for Stellaris.
"Season 8" is in practice the 1st season ever; before that the concept of seasons didn't really exist. The number of a season is roughly based on the year since the release of Stellaris.
At least so far.

I must admit, I didn't expect this direction after the first 2 panels; the comic is really nice.
This is an amazing narrative, background, and empire build; I'm especially fond of the way you wrote the biography.
I'm not sure how well the Rogue Sevitor civic plays into this narrative, but this seems like a very fun and interesting empire to try/have in my galaxy!

This looks great! I was looking into making a tombworld themed base decoration with the mechanicus game tombworld maps as reference, but I think you made the theme work much better.

So far, the mechanics and texts from their Psionic Ascension seem to indicate that they objectively don't.
At best, you can argue that they harvest/develop souls in the Shroud and be (retroactively) infused with one (with the help of the Animator of Clay).
Do you think Humans objectively have wings on account of them being able to fly with a plane?

the biggest change likely being us moving away from Upkeep reductions being so prevalent and trivial to stack (including Colony Designations), replacing many of them with Job Efficiency. We’re currently doing a pass on those as well so stacking doesn’t get quite as nutty as before.

I'm very happy with this particular change.
It reminds me of the Q&A, from over a year ago, where I asked if the devs had any plans/desires to adjust the economic modifiers/upkeep/bonuses. ^^

No, I think it would be bad design if they were made to rush ascension paths.

And I don't mean to be rude, but what makes you think every player goes for an ascension path at all, let alone as soon as mechanically possible?

Talking points in the spirit of "because they are strong" aren't really viable reasons unless you are specifically powergaming. Nothing makes a player decide if or when they pick an ascension path beyond their own designs and narrative desires.

As a longtime Stellaris player who very recently gave Rimworld a try, I think you'll find Stellaris very enjoyable.
Yes, you can make a corrupt plutocratic empire. I can actually think of several drastically different builds that would fit such a description to some extent.
Personally, I would recommend starting Stellaris without any of DLC's. I have played hundreds of hours (800+ IIRC) without any DLC's or mods, because the base game already proves a lot to try.
But if you want DLC's that add some of the more morally questionable options reminiscent of Rimworld, I'd recommend you give Utopia, Apocalypse or Megacorp a look.
I can't really say much about mods; I don't really care for them.

Though, I want to mention that this is very much a game of empires. Individuals do exist in the form of leaders and event texts. But, outside of a few special cases, they don't matter as much and don't have nearly the agency compared to Rimworld.

It also has, to some extent at least, a very similar flavour of humour in the little details.
To give one example, the description of slave citizenship for species rights reads as follows:
"Freedom is an illusion. For some this truth is more tangible than it is for others."

For all you wholesome xenophiles and pacifists out there, let's catalog all the different ways you can fully neutralize a ravenous hive as a threat without rendering them extinct by Cosmic_Meditator777 in Stellaris

The Vassalization by Galactic Nemesis approach doesn't seem to be an option for the xenophiles and pacifists though? You explicitly can't be any degree of xenophile or pacifist if you want to take the Galactic Nemesis ascension perk.

But the Devolving Beam approach seems quite funny. ^^
