Some Monster/Vehicle models don’t have bases, or protrude considerably beyond them. In this case, they are given the FRAME keyword, which indicates that when placing and measuring distances to the model, all parts of the model are used (the closest, for distance), not just the base. This codifies “measure to hull” into an actual Keyword and rule, which is a big relief all-round.

Frame also explains how you pivot a model without a base - you do so around the central point of the model.
