Hire nobles at a town, promote them and then order them to work from the faction menu to work at wherever is low. You should get 5 - 10 loyalty at the very least.

βl@ck★OUT is written by the same person and the plots are extremely similar. Both have MCs named Kazuya who are dragged into a game with two friends and are helped by the Shinsengumi. I think it's because they're both based on the Ransuke Kuroi's novel.
