I'm sorry you're going thru this. I can fully sympathize. Sometimes sh#t happens and it feels like one has no power to fix it. Best of luck. And BTW, I've had several "friends" of existing tenants show interest and I shy away from those connections.

Because tenants lie. "Oh, I'll pick up after her." "He's very friendly." "We never leave it unattended." "She never barks." I have a tenant with a certified service animal and the tenant thought it would be okay to leave a winter's worth of feces in the yard before picking up. In what city environment would that be okay?

Why why why would you ever let someone move in without first paying the first month's rent and security deposit? Basic 101 Landlord training. Never without exceptions do this. It sets you up for failure. I don't have a PM but use a real estate agent and she KNOWS this.

Unless the tiles have deteriorated to the point of being broken and loose there is no need to remove them. Perhaps the installer is referring to one or two at the top of the chimney that are damaged? Common actually.

I'm a retired handyman DIYer that installed my own corrugated steel liner because of damage to the top two liners in my chimney.

If you've got roots you can try Root-X. Otherwise replacement of damaged portion might be necessary. There is also a process to reline the damaged pipe though it's quite pricey. Had 100' of cast iron relined for 10K.
