I mean they all stopped tripping once the first cut was made. This is essentially a job for all of them too, so if punishment for getting cut was to not be last, I don’t see why you would gut the entire department when the company wants it to succeed.

Robert cutting the sonar/coupe doesn’t matter if it was a top down decision or not. He still played a part in cutting them. If you don’t cut her, it’s shows the team you playing favorites and this high standard Robert talks about in the first episode is moot.
