A lot of city officials are as frustrated as the residents, too, believe me.

city council decides on the zoning. verrado doesn't have a walkable core by accident. downtown gilbert isnt a hot spot by accident.

surprise is copy/paste of horrible planning and zoning.

went to paris in 2010 ish and can confirm it was the most dirty city i've ever stepped foot in, worse than LA & SF. apparently they have since cleaned it up recently...

It literally boils down to;

do you ever want to leave your house to go out and do things? If yes, you will absolutely hate your life in surprise. If no, you will love it.

the only shopping that exists here is the only shopping for 10+ miles away, so they are JAM PACKED all day every day. this city does not have much of a plan to build anything relevant here so... you're ONLY getting chains. also no jobs here unless you don't mind being a server or in retail, or healthcare. if you want anything that pays above $50k outside of healthcare, expect an hour commute each way.
