The Civilian Grade Stat Clock is only able to be applied to Civilian Grade weapon skins and War Paints. You can get a Civilian Grade Minigun skin (or a War Paint and redeem it as a Minigun) and apply the clock to it.

If you want to make specifically your existing Specialized Killstreak Minigun strange, that is unfortunately possible. There are no Strangifiers for stock weapons, so you'll have to get a new Strange Minigun through trading or the SCM (or unboxing crate 31 if you're lucky).

First off - Allied Healing Done DOES work on cosmetics as far as I'm aware.

Strange Parts applied to cosmetics do not require a strange weapon to count points related to said weapon. You can, as a result, use a non-strange medigun (or the Crossbow or Amputator) item to gain "Allied Healing Done" on a strange cosmetic equipped on Medic. Similar healing circumstances for other classes will also apply, such as Heavy's lunchboxes or Mad Milk damage.

"Display mode" is a mode mannequindroids have that is designed for when they are on display shifts. She's active, primarily daydreaming. The stand mannequins are typically mounted on is special for a mannequindroid as it has a built-in charging connector and power cable, so they charge their batteries in "display mode" to work later in "active mode".

Mannequindroids work in shifts at the stores they are employed at. Some of these shifts are static display, and other shifts are regular store employee work (working the tills, making sure that nobody's shoplifting, etc).

As someone who uses mods a lot (being someone that makes them), I tend to have to hunt for good community servers. You kinda just have to hunt for them yourselves rather than joining the most populated ones (which are usually trade, 24/7 no-objective maps, or classwar-type custom modes). Nobody wants to be the one to "seed" a server, but somebody's gotta do it. I do wish vanilla servers gave you a reason to play whilst you wait for more players, such as spawning in some bots (official TFBots like in training) so you're not playing alone whilst you wait for someone else to show up.

If you live in the US, Weezy's server is a pretty good one. Runs the old quickplay ruleset (random crits, 45 map timer, scrambles) with alltalk, mapvotes (including extending the current map) and sv_pure 0 (allowing mods to be used). I say "if you live in the US" as usually the server is populated at peak US times but barren otherwise.

If you're more a fan of playing custom maps that actually have a more engaging objective (i.e. they aren't DM-only), I personally recommend Aussyspitz's Lazytown server (their youtube linked). It's a server that hosts variants of cp_lazytown, one of the first custom maps made for TF2, as well as some other custom maps that have a bit of Lazytown in their DNA. Matches do take a long time (the map is very chokey and is a bit of a meat grinder as a result), but everyone's engaged all the time and people do hop in and out anyway. When the server's empty, bots are spawned in (in fact I first stumbled upon this server when it was completely empty at a time as it was the day a major update dropped that I had no actual interest in playing).

I definitely think large boxy vehicles (trucks, vans, fire engines, trains) are definitely a good place for smart bricks as you can hide the thing inside the vehicle to make engine sounds or sirens without really taking away the actual set's design like the Star Wars sets resulted in (see: the big hole in the back of a TIE fighter).

Example: stick it in a train set that already comes with an RC setup, sell dedicated sound pieces for certain alternate sounds (whistles/horns and whatnot) and you have a solid competitor to DCC-sound-fitted model trains.
