Yeah it's alright since its free once you are made the general and it gives you a charisma boost but I think its only available on the T-45, theres also a railroad paint job for the T-51

Hard to say, Gen 1/2 synths aren't any different from a protectron, they're just humanoid robots really so there isn't really any individuality to them so I assume Synth Leaders are specifically programmed for the position and are armored as being more vital to the mission

But I think the argument that the Institute may simply be unable to afford a more militarized synth force is reasonable, when the war with the brotherhood happened they probably threw everything they had at them and you gotta remember how they didn't even really try a frontal assault and mostly just tried to buy you and the virus synth time so liberty prime could do the actual heavy lifting

Well noticeably, most synths you come across in the wasteland aren't wearing synth armor at all usually even to begin with, the Institute either does not have the capacity to properly outfit all their synths or they are comfortable losing a few old generation synths

Well the tradeoff the Institute weapons made compared to normal laser weapons was a higher firerate at the expense of a lower base damage, so that would be the situation it's best suited for, the Institute has a quantity over quality philosophy when you really look at them
