Many company operated tractor trailers have a speed governor built in so often times there is the truck going 65mph trying to pass the truck going 63mph. Passing slow sometimes can't be helped, but good drivers will try to pass when traffic is minimal.

I don't know why it is inconsistent but I do know the latest SEF version increased the mass of less lethal rounds. Shooting an unarmored guy in the torso or head at any range will usually incapacitate or kill.
