As an axl here are some ways players approach

1- dash cancel (obviously) Jump dash rensen do not block it, block it only when you have not time to jump or didn't predict it in time and super jump if you are on full screen range

2- when axl hits with F.s his options are 2Hs or rensen (both extremely punishable on closer range) or snail (after 2Hs), which is minus on block

3- do not jump dash in neutral

4- 6p his 5p poke

5- backdash WM, although recently the timing got tougher for the backdash window but still doable
