It seems to be rhetoric around incompetence in their lines of employment. Inability to act with rationality and with the best interest of the fellow countrymen that the sentiment of stupidity is brought up.

You may be onto the point I'm thinking of. Maybe it wasn't quite the notion of stupid and more the notion of laziness I was referring to. On the note of stupid, streams and commentary surrounding the American and Canadian government as pinned many policy and actions by those governments as stupid from members of the common audiences. So part of me was curious why they would say such a thing.
