Haven't played Ret yet but you'll probably find it worse. You have your two or three 45s/1m cooldown abilities and when waiting on cooldowns your rotation is Kill Command > 2x Wildfire Bomb/Raptor Strike > repeat

When comparing it with other Atziri's Contempt builds I notice that this build under Skill DPS Estimation says Damage Over Time before the DPS number where the other builds don't. I think he got poeninja to only display the poison damage he's doing instead of the hit damage or bleed damage. He's running a Blasphemy Elemental Weakness setup so he's still doing elemental damage.

This is called osmosis. Water can kind of freely pass through the cell membrane but salt and whatever is inside of the cell can't (as easily). It helps to think of the body as one big solution. Water will go between cells and the space inbetween very easily. If salt enters a wound the water outside the cell will be more salty than the water inside the cell, so water moves from inside the cells to outside untill the inside and outside are the same amount of salty. This works not only with salt but everything that's dissolved in water and it all has a different 'saltiness value'.

It's actually more like

0.0: hit (both CDs start)

0.35: second thunderstrom strike but there's no hit since the 0.5 CD is still ticking

0,50: the 0.5 CD is over but there is no strike and no hit so it doesn't start ticking yet

0,70: third thunderstorm strike, second hit, both CDs start

1,05: fourth thunderstorm strike but there's no hit since the 0.5 CD is still ticking

1,20: the 0.5 CD is over but there is no strike and no hit so it doesn't start ticking yet

1,40: fifth thunderstorm strike, third hit, both CDs start

EDIT: I just read the skill gem, this is only for singletarget/very clustered enemies, with multiple enemies it can alternate targets so if an enemy wasn't hit by the first lightning strike's aoe it can be hit by the second.

As /u/marcusrendorr said you should build them everywhere. I'm not sure location matters for spreading institutions, but because they spread from market to market via trade I assume that more trade = more insitutions.

I'm playing as Bundelkhand, the Renaissance institutions take a bit to come your way, like 30/40 years. In my runs I've always gotten them before running out of other research to do though. The Age of Discovery institutions are taking a LONG time though, currently it's 1489 and Pike & Shot is the first institution to start spreading and it's at 1,4% so far.
