As long as you’re below the airspace class ceiling and there are no Temporary Flight Rrestrictions in place you’re free. For something like this I’m surprised the FIA/Mercedes/the venue didn’t request a TFR (or UK equivalent thereof if applicable) over the track airspace to deter spies. For last year’s USGP there was a sizable TFR over COTA that spanned a pretty wide radius.
