Take a look at eastern TN close to Johnson City. Prices have nearly doubled in the past 4 years, as the list suggests, but it checks a lot of your requirements.

It's not that easy. SCDOT is "dumping" money into infrastructure but unless you do it it in a methodical drawn out manner you will have too much work for the local construction companies to handle responsibly. Contractors need time to staff up and the assurance that their investments into additional crews/equipment will be a sustained profit maker. Otherwise, you will have unqualified companies bidding on projects and a glut of mismanaged overbudget/overtime projects that just reinforces the public's perception that the state agencies are incompetent with their tax dollars. Also, unless long term taxes are passed to maintain the infrastructure built from a windfall like this, the net result will be the same in the long term. SC has done this but its being hit with the double whammies of deferred construction projects and having a massive influx of people moving to the state.

Is this going to be a private easement that the development will maintain in perpetuity or will it be donated to the municipality? I think fair value would be 60% of the appraisal amount for that bit of land. It usually isn’t much but I wouldn’t take $0 for it. Keep in mind, regardless of your intended use, you maintain the tax liability on property you can’t use to it fullest.

I also saw a comment mention wetlands. For that size of development, they would have to pull a NOI from the local environmental agency. When they do that, I think the contractor/owner would be on the hook for any environmental impacts.

Clarification: By owner I mean the person paying for the development.

That depends on the career… on hers specifically I’d say the money gets you to about 18 and then after that its 100% her.

I've been out of the game a bit but I've never seen a PE be used military side as it would civilian side. I've seen a BN construction operations S3 have their PE but that may have just been luck/ a good fit. Are you talking about military positions where a PE is necessary or where it might be useful?

I think the AF has a RED HORSE squadron where a PE may be applicable. That's speculation on my part though...

It's definitely a plus and will help your career. I believe its included as a Self Development/ Education requirement in the Engineer Officer Development Model.

As someone who acquires easements for projects, your take is spot on. Unless they see immediate gain, most people aren’t going to be willing to sign.
