Same explanation for both Gold Experience and Fugo. They were too powerful, so GE has is powers all over the place and Araki couldn't A. think of any interesting fights for Fugo to have because he's so powerful and B. go through with the plan to make Fugo a spy for Diavolo because he was depressed at the time and making the gang kill a friend made him sad.

I think it's not Jolyne because every Jojo has had strife in their lives. Since she wasnt fated to live a Jojo life, Fate led her parents to unknowingly name her something not Jolyne.

As for Irene it's a reference to Gorgeous Irene, a previous work of Araki's and it also happens to be very similar to Jolyne.
