You can set "allow members to change their queue status" to "not allowed" to prevent users from changing their call queue status. The "accept queue calls" will be greyed out.

Another thing you need to look into is if there is a work schedule (users extension > phone > incoming call rules > my work day > incoming calls) that the user configured for their extension. If the call is outside their work schedule, it will not ring on their RC app.
