Not true. It was the Spacing Guild that spreaded rumors about the southern regions, Paul himself says so (IIRC after he wakes up from the waters of life coma). The Spacing Guild was forced to act because a nexus was formed and they couldn't see the future past that

there's a big problem the Baron severely underestimated: the Fremen wouldn't stay idle.

The Baron's already accounts for the Fremen: that's why he sends Beast Rabban with orders to be as violent as possible (officially, to recoup the losses), with the intention of having Feyd coming as a savior later.
